This institutional building sets a full-height glazed hall behind a long colonnade of freestanding roof canopies, creating a covered public walkway that shades visitors as they approach and gathers them before the building itself begins. The layered massing, a taller glazed volume stepped behind a lower stone-clad base, keeps the building legible as a public destination from the surrounding lawn and pathway network rather than a single anonymous block.
